It looks you take some my suggestion. But in my opinion, there are still some problem.

I don't why you insist using Thalin and Théoden, If you have your reason, that's OK. But if not, I should say your deck needn't Thalin. I'd like to use Éowyn instead. Théoden is not good enough but it at least work well with Hirgon. what's more,if you use Hirgon, add one The Red Arrow is pretty good.

The second thing is you needn't those many "return to hand" ability, because you don't have enough money to play eagles again and again. I think total number of Born Aloft and Meneldor's Flight shouldn't be more than 2 for any reason. And you should add 1 Eagle of the North according to your change.

Hey, what would u recommend in exchange for the born aloft. I don't see running any of those cause when I draw them it's a waste of time. Meneldors flight even as a 1 of I like jusy to add things to hand. Now the reason for Thalin is to deal 1 damage for him and than 2 damage for thorondor

The reason I don't like return effect is because I think it not worth. For example, most of time you will return a Descendant of Thorondor to hand and play it again, it means you spend 4 resources to deal 2+2 damage,Fierce Defense can allow you spend 3 resources to deal 3 damage ,and you can just discard a enemy instead in valour. But it's not good because Goblin-cleaver can do 3 damage with a small limit and cost 0. Play Gandalf from hand is little more expensive but you also have a one more big ally and you can choose something else.what's more if you already have a copy of Descendant of Thorondor in hand , return a thorondor is worse.

I dont Run any weapons to make Goblin-cleaver worth it. Even if I take out the 2 Melendor's Flight and the 2 born Aloft I can put in 1 Red Arrow Like you suggested and I could add 3 Fierce Defense. But I dont have any Weapons So Cleaver would be worthless for me

My suggestions:

• Replace Thalin by Éowyn for a lower threat or Mablung for more resources
• play only one copy of Radagast, he is really not that good
• play Proud Hunters if you use Mablung to increase the number of resources
• reduce the number of Gwaihir and Landroval to two (they are really expensive)
• For solo play add Steward of Orthanc to get more draw.
• Add Legolas to get more draw.

I don't mean you should use Goblin-cleaver or Fierce Defense, I just use them as a example to explain those return effect is useless. I will considered about Hold Your Ground!,and Legolas is always a good choice for you.

But to be honest, mono-Tactics eagle sucks, a leadship-tactics eagle deck is much better.
