Based on the famous Seastan decks, of course (2, 1, 1 ft TS). Not as powerful as those (of course), but less of a total zero than you might expect from the name.
As with the Seastan decks, there are a few exceptions to the "everything". In this case, the exceptions are: Zigil Miner, which is the heart of the deck; Will of the West, which is essential to making it run; Ered Luin Miner, which you actively want mined; and Glorfindel, who can be played from discard..
Cards you want in your opening hand: Gondorian Fire, Blood of Númenor and above all Zigil Miner. Drinking Song can help make sure you find the needed cards. If you get two Miners, you can often play them by playing the first one (with Arwen's ability), and then playing the second off the proceeds of the first.
All of the resources the miners dig up go on Boromir, to fund the Fire & Blood, unless you have a miner in hand you need to pay for. Arwen’s resources go to pay for Glorfindel; Erestor’s to healing with Ioreth. They can also pay for Ered Luin Miners if you draw them.
In addition to blood and fire, Boromir gets a Livery of the Tower (good for an undefended attack, or in case you haven't found blood yet) and a Bow of Yew. Grey Cloak goes on Arwen Undómiel, unless you've found Galion, in which case put it on him. Spare Hood and Cloak is another good attachment for Galion.
Obviously you'll need to carefully time your uses of Dúnedain Hunter and Dunedain Pathfinder (if you play them at all), but get them out if you can, since they add some much-needed power boosts, (especially the pathfinder with respect to with willpower).
You definitely want to play your third Will of the West, and probably even your second (less you lose the third to mining). This may mean playing it much earlier than you would usually do. And then repeat. Hopefully you'll win before you run out of deck or mine all your remaining Wills.
Sideboard: if you are playing a quest with a nasty condition attachment, you might want to put in Power of Orthanc. The spare sidequests will be helpful in certain scenarios.

Sep 23, 2019Nice! I actually did make an Everything* Costs 0 deck years ago but never published it. It has the same hero lineup as yours though! |
Sep 24, 2019Thanks! I built this a while back but couldn’t make it work until Drinking Song came out— makes finding the pieces more reliable. But tell me if you thought of any tricks which I missed & could incorporate! |
Sep 26, 2019put some dwarven tomp in it, makes it easier to get will of the west, or a discarded miner |
Sep 26, 2019Stand and Fight would be better for getting back miners because it would also qualify as a 0 cost card when discarded. |
Sep 26, 2019Wow, cost X would count as 0 when discarded? It makes sense but I'd never have guessed it. (I assumed "X" was its own cost, that could be chosen just as any other number could be.) Is that an official ruling? Because if it does count, I'd change a number of things around, adding not only Stand and Fight, but probably Reforged too, to get up copies of Blood & Fire that you might mill past. Hmm... |

(1.40) The letter X Unless specified by a card effect, or granted player choice, the letter "X" is equal to 0. |

Good ol’ blood/fire Boromir.
