RedSpiderr has a newer deck inspired by this one: Saga Deck 18.1: The Tower of Cirith Ungol

I used this deck for the seventeenth quest of my Saga Campaign. I am going to try and keep it as thematic as possible, stemming from the 'What If?' of 'What if Gandalf didn't escape from Orthanc in The Fellowship of the Ring?' Please note, I don't own all the cards, so am not able to make the most powerful thematic deck theoretically possible, but constrained by what I have, here is my best attempt.

The Dark Lord has gathered his forces and has launched his assault on the West. To the north, Easterlings and Wainriders out of Khand raid and pillage Rhovanion, making their way up to Dale and the Lonely Mountain. Out of Dol Goldur issues out a host bent on sacking The Golden Wood, vomiting forth monsters and maladies to lay waste to Lothlórien. But the White City of Gondor shall bear the hardest hammer strike. For armies and hosts have come from The Black Gate, from Minas Morgul and from Harad, and a fleet of Black Corsair Ships sail north up the Anduin all to take first Osgiliath and the Rammas, before besieging Minas Tirith itself. The storm clouds gather and night falls, will Middle-earth see the dawn?

This quest allows you to put two allies per deck into play without paying resources, once with Stage 2 and once with Stage 4. What this deck does then is double down on that as hard as possible, with A Very Good Tale and Send for Aid helping you maximise the amount of allies you can get for as little cost as possible. To help with the former, Ranger of Cardolan can jump in upon engagement and if you can avoid using him in combat he becomes a prime target for exhaustion. Similarly Vigilant Dúnadan fulfills much the same function. Grimbold don't need to exhaust to use his ability, so he is also prime for use, and remember that with plenty of Archery in this scenario Boromir can ready at the beginning of the combat phase.

Amarthiúl is probably the best candidate for our initial defender, use Armored Destrier and Dúnedain Warning to jumpstart your capabilities here. Once you get enough enemies engaged, Guardian of Arnor can take care of nearly every enemy, just as Fornost Bowman will be able to take down most enemies in one shot. Throw in a few copies of Warrior Sword or a Dagger of Westernesse and there won't be many enemies outside of The Witch-king who could stand before you.

This deck represents the Armoured Fist of the forces of Men. These warriors have years of experience fighting evil in Eriador, Rohan or Gondor, and are now putting that to use. The finest soldiers and fighters are here assembled, with names among them worth a thousand men.
