I was trying to think how to use the contract in a unique fashion. Then it occurred to me that Théodred has not received a whole lot of love lately. Thus, he has become our star. He is going to buy his way to victory.

Out the gate, we want to attach The One Ring and Strider to him in setup. My gut is to go for Inner Strength so he can defend out the gate, but Power of Command in certain quests is certainly viable as well, especially considering there are some good unique characters to play in this deck. I included both in the hope you can get both into play.

The idea here is pretty simple -- just keep wracking up resources and spend them appropriately. Captain's Wisdom is actually a really solid card to have in hand to start the game, as it, with the contract, can get you a ready hero and +4 resources for the cost of 1 threat. Denethor) can't even get you that good of a start. Obvious plays are Resourceful, Scouts for free, and the Dúnedain Wanderer for cheap. Denethor is decent in this deck, as you will never drop below 2 willpower unless you sword thain someone.

I am curious to see how this deck does with card draw. I imagine with tons of resources, you can pay for even the most expensive things and burn through your hand quickly. Hence me tossing in a couple cards specifically to balance (Rod of the Steward, Heed the Dream, and Prepare for Battle ).

Your ultimate goal is to get Theodred set up with Blood of Númenor and Gondorian Fire. As many copies as you can muster (surprisingly, no limit to either). In order to put these on, however, you need to get steward to give him the Gondor trait. The sooner you can get steward on him the better. Song of Hope works somewhat similarly, though not as efficiently, so I only included one of these. Once he is all decked out, just keep generating resources and readying as much as you can with your contract.

This isn't a bad deck to also consider running Necklace of Girion, but with the guarded element to it, it might turn some people off. However, it certainly gives you a lot of power with the questing and resource front, especially if the +2 bonus of strider goes away when you have your army set up.
