This deck was built for the Cardboard of the Rings Episode 165 Challenge.
Two main strategies behind the deck:

Turn Elfhelm into a solid defender right away. Put The One Ring on Elfhelm and immediately fetch Inner Strength to boost his defense. Add more defense to him with a mount, Armored Destrier, and Arwen Undómiel's ability. Attach Mithril Shirt for damage cancellation. This allows him to defend multiple times and cancel a damage and two shadow effects. Even a partial setup of of these cards is quite good.

Ramp up quest power to insane levels. Faramir, Power of Command, and Merry combine with a bunch of unique allies to give as much as a +2 to all your characters, and +3 to all allies.

Card draw powered by Círdan the Shipwright, Gildor Inglorion, Erestor, Galadriel.
Resource acceleration powered by Steward of Gondor to save deck space, but consider Captain's Wisdom and Tighten Our Belts in the sideboard for alternatives.
Threat reduction to offset The One Ring: Elrond's Counsel, The Galadhrim's Greeting, Favor of the Valar, and Well Warned.
Attack boost/action advantage with Narya for allies.
