Forty allies? Wow. That's not exactly bad, it's just unexpected. I'd add Gondorian Shield, and maybe more copies of Snowmane and Herugrim. And Steward of Gondor is always good.

Also, it's good idea is to put your owned expansions in your description on your user profile.

@Truck Thanks for the suggestions. I don't know how to edit my account, but I'll figure that out. I don't have Gondorian shield yet, but that sounds like a good thing to add once I get the set it's from,

@BilboBaggins1020, oops, I based my suggestions off the cards used in the deck, I keep forgetting that Gondorian Shield is from The Steward's Fear, not Heirs of Numenor, my bad!

You seem to lack some ways to discard allies to trigger Thengel's Response.

Thengel's ability does not trigger when an ally is destroyed, only when they are "discarded from play". So it seems like the only card in your deck that works with Thengel is Deeping Bowman. Was this intentional?

Also, it should be pointed out that Gandalf is not a legal card in a Rohan/Gondor alliance.

Technically a destroyed character is "placed in their owner's discard pile". They "leave play" which is a word that encompasses all kinds of things like "destroyed", "shuffle in the deck", "take back in hand" and "discard", but they are not discarded. So a character which is destroyed in combat will trigger cards like Éomer or Prince Imrahil (since they worded with "leaves play"), but not Thengel since it specifically refers to "discarded from play" (which you can find on events like Ride to Ruin or Worthy of Remembrance or quite a few encounter cards).

Thanks for the tips! I noticed when playing how overpowered Thengel was. I will try adding cards to make his ability better.

FYI, Thengel's wording is the same as the wording on Gamling and Squire of the Mark, who work the same way. They cannot be used on allies that have been destroyed.
