Tactics Legolas
Legolas gets 1x Bow of the Galadhrim, 1x Rivendell Blade or 2x Bow of the Galadhrim depending on the draw. Also 1x Arod, Black Arrow and 1x Unexpected Courage.
Beregond gets 1x Gondorian Shield, 1x Raven-winged Helm and 1x Unexpected Courage.
Mulligan for any 1 weapon for Legolas and any 1 armor for Beregond or Arwen Undómiel. Unexpected Courage and Open the Armory are great to have as well.
Strategy:
Legolas with either 1 attachment can quickly start taking out 1 or 2 with Unexpected Courage enemies per round. His response lets you stack progress on the current quest quite fast. Backtrack can be a great help to remove pesky locations in one fell swoop.
Beregond obviously is a great defender with sentinel and with the use of his attachments his response should always trigger.
Éowyn is the best powerhouse quester in the game and I love her action to discard cards from your hand per player.
This deck pairs well with a more combat oriented deck, but it can handle it's own. I added Eagle Emissary because I sometimes ended up with mostly unused tactics resources depending on that first hand of cards. 1 Eagle Emissary lets you quest for a few rounds while setting up the spirit allies. Otherwise, 1x Pippin + 1x Bofur + 1x Meneldor or a Westfold Lancer would do great as well for questing power in the tactics sphere. Defender of Rammas would be a substitute if the quest is very combat heavy.
