After much toil, this is what I built as a solo deck that performs relatively well against this scenario, though if you draw the Unholy Alliance plot, it's still going to be very tough; but, it has beaten all the plots and villains in varying combinations. It is pseudo-progression, using cards from the whole cycle.

Notes:

  • Our attachments are key, so Master of the Forge is here to fish for us.
  • Unexpected Courage onto Beravor to use her ability more reliably and perhaps a Ranger Bow if you're desperate. It allows her to use Healing Herbs easily as well.
  • Use Ranger Bow on Ithilien Tracker & other rangers to kill the enemies with really terrible engagement effects as they reveal during staging or travel.
  • Use Ranger Spikes to avoid dealing with many enemies, and again, finish them with Ranger Bow when there are no other pressing enemies.
  • Do everything you can to Ranger Spikes the revealed villain. Ideally, by this time you should have collected a Forest Patrol or two, and have enough Ranger Bow to simply blow up the enemy before having to engage it. Failing that, turn to Gandalf (whom you should try to save for this) to apply direct damage.
  • Recycle Ranger Spikes with Anborn, generally as a priority.
  • Elrond's Counsel is useful any time, but particularly so when it can prevent you from engaging an enemy for one more round (played after Staging or Travel).
  • Minas Tirith Lampwright has about a 50% chance of stopping Surge in this quest and provides a bonus of being a soft target for Knife in the Back.
  • A Test of Will & Hasty Stroke should be reserved for the very worst treachery & shadow effects (e.g. discard your hand, Knife in the Back!, and maybe Local Trouble if you don't have Miner of the Iron Hills).
  • Aragorn and Will of the West provide protection against certain plot cards.

General Tips:

  • Don't rush too fast initially, build up a board state (traps & bows) before having to reveal the plot.
  • Save any Clues for after plot is revealed so you spend less time having to deal with it (especially useful for Unholy Alliance.)
  • Resources are tight, but you really must keep 1-2 in reserve on Glorfindel for cancellation.
