This is my attempt to craft a deck around my favorite character from the books, Eomer.
Questing: Eowyn will be the main quester, with Theodred also doing his best. Ideally you'll have a decent swarm of allies to contribute, as well. Silver Circlet should be put on Theodred since he'll be questing every round. Eowyn will get Windfola and The Favor of the Lady typically, but if being removed from the quest is not a concern, you could switch Silver Circlet and Windfola.
Attack: Eomer is looking first for Gúthwinë and then Firefoot. Chump block or use an Ally's discard effect to pump Eomer's attack, then get the ally back with Guthwine (or Gamling).
Defense: Chump block with allies until you can get Eowyn set up with Golden Shield, ideally also with Windfola and Unexpected Courage, so she can quest for 5 and defend for 6 in the same turn. Any allies lost can be brought back later by Eomer with Gúthwinë. Since allies should be coming back fairly easily, you may choose to chump block just to pump Eomer's attack, even when Eowyn could block easily.
Resources: Théodred is present for resource generation and smoothing (though likely only smoothing between Leadership and Spirit, as Éomer is unlikely to quest with him). Steward of Gondor should go on Éowyn for more spirit resources. Steward is definitely not on theme, but I'm imagining it more as the backing of the Steward rather than actually becoming the Steward.
Threat: Gandalf, with double the number of entries thanks to Sneak Attack can be used for threat reduction, along with The Galadhrim's Greeting. Morwen Steelsheen also has some potential here.
Card Draw: Gandalf, when he's not needed for threat reduction. Valiant Sacrifice and Horn of the Mark (placed on Theodred) work well since allies should be getting discarded or chump blocked frequently. Mustering the Rohirrim basically serves the thin the deck and allow picking the best ally for the current situation. Need Brooks No Delay is another great card in that vein. A Fair Exchange also helps find solutions if you've drawn an extra Guthwine or Steward.
Healing: This is a significant weakness. Morwen Steelsheen can do some, but try to chump block in place of allowing a hero to be wounded.
Additional Notes: Éowyn also serves as an outlet for extra unique cards in hand, to buff her for either questing or defending with the Golden Shield.
