You want to play unique allies of other spheres in a Grey Wanderer deck? Tom Cotton got you there!
General strategy: go for Strider as starting attachment, keep one high-engagement cost enemy engaged with you for Tom's ability. Tom is your main defender, Boromir a good replacement later. But don't hesitate to not make them attack with Feint, Andrath Guardsman, Gaffer Gamgee or if needed Grimbold.
What you want in your starting hand: Ideally some copies of Raise the Shire, a Hobbit Cloak and/or Staff of Lebethron, maybe already a Fast Hitch. Also, look for at least 1 high-willpower ally, like Westfold Lancer, Grimbold, Rosie Cotton, Merry or Pippin.
if you draw a Resourceful early to get your econ going, there are 2 wonderful combos with Lily Cotton's recursion possible in the deck: first Odo Proudfoot for getting lots of Hobbits into your hand, and second Farmer Maggot to put out 1 or 2 damage every round and even getting him on 5 attack with Lily's and Tom's abilities.
Also with Tom's strategy of having one enemy engaged, the Bywater Shirriff is almost always powered.
Also, Sting will pay of insanely good when you draw it and survive the enemy guarding it. Time it well, not with too much enemies, but also avoid the enemy guarding it being the only one, the one you'd need for Tom.
