I don't have the cards so this is just an initial theorycraft that def needs tightening up.

Premise is to use The Last Alliance to allow Éomer to equip Hobbit Pony. This means he can always join the quest after enemies have been revealed from the Encounter Deck, and instantly attack them, entirely circumventing the need to defend or deal with their Threat. It's like an eternal Late Adventurer.

Rosie Cotton can also be used as an Eomer buff if you don't need your Last Alliance for something else that round.

Elfhelm and the new Squire of the Mark should combo quite nicely too. (Squire also works with Háma and Grimbold should their emergency buttons prove necessary).

A few cards there to keep threat low (Eomer and Herubrand can count as The Shirefolk for a day), but also stuff like Feint in case enemies get through.

There's a smattering of Direct Damage to help Eomer out if he falls short.

The downside of going down the Hobbit Pony route is having to include some fairly average hobbits as filler. (Also I'm quite likely to get hold of AleP before the last cycle so won't have Pippin or Odo which means even more filler).

Questing output and location control are concerns, hence playing around with the sideboard. Deeping Bowman would be good if Eomer needs a bit of help, however Eomer's Leadership resources are needed for his ability so I'm a tad reluctant to include them.

I've added some Ride to Ruin to help with locations and because Elfhelm, Háma and Curious Brandybuck all disappear anyway. Also added The One Ring and Strength and Courage because then Eomer is a beast immediately. This means losing Firefoot but is worth it, I think, since we're trying to keep enemies from reaching us in the first place. Also, Need Brooks No Delay looks really powerful.

Love it. I've always wanted Eomer to be a hobbit for this reason. Now, if only we had a way to recycle Grappling Hook because that is a better option for questing, for the same effect.

You might also consider adjusting the "Eomer Smash" deck which utilizes Galadriel -nenya -Eomer-Herugrim for an insane attack boost onto the staging area.

re: Herugrim - I did think about this but came to the following conclusions.

1) Herugrim largely relies on the boost from both Galadriel and Forth, The Three Hunters!, both of which are unusable with The Last Alliance. I guess there could be a Noble/Hobbit Last Alliance out there that could do the Galadriel part, but you lose the Westfold Horse-breeder and general Rohan goodness. Herubrand is also our draw engine so replacing him would weaken that aspect.

2) Mega-Herugrim also feels best with Firefoot for the overspill damage, but here we should be able to prevent most enemies from ever engaging (some will still get through via Surge and individual quest mechanics of course).

3) The Restricted slot seems best served by the guarantee of starting with The One Ring and Strength and Courage. 7 Attack from Turn 1 should be able to deal with most generic enemies (and can be buffed up later with Rosie Cotton and Dúnedain Mark). The threat cost is easily manageable due to starting at 24 and having access to 3 x The Shirefolk, plus Merry. Given Hobbit Pony is also restricted, to add Herugrim (or Firefoot) would require a Golden Belt and at this point I'm not sure it offers enough for the payoff. The one thing we've pretty much got covered is taking down new enemies on reveal, so I decided to look at things like Ride to Ruin to shore up the deck's weaknesses (in multiplayer I guess you can focus more though).

Still, would be interesting to see a version that goes down the Herugrim route, I just think it ends up quite a different build and probably takes a couple more turns to set up :)

Can you explain how do you use Shirefolk? I dont see how is allow to be played

@AldricHOnce per round by exhausting The Last Alliance you can select a card in hand or in play under your control, and replace "Each printed instance of A (Hobbit) or B (Rohan) in that card's ability text with "A or B" (Hobbit or Rohan) until the end of the round." Thus The Shirefolk becomes "Play only if each of your heroes is a Hobbit or Rohan" (grammatically awkward, I know).

This can be used for the following.

1) Allow Hobbit Pony to be equipped by Rohan heroes, such as Éomer, the premise of the deck.

2) Allow The Shirefolk to be played by making it count both Rohan and Hobbit heroes (which are the only ones you have).

3) Allow Rosie Cotton to target a Rohan hero (such as Eomer).

4) Let you reduce the cost of Need Brooks No Delay to 1 rather than 2, by counting your Hobbit hero, Merry, as well as your 2 Rohan ones. (There isn't an action window to use the contract on a card actually drawn off this effect though).

5) Use Ride to Ruin or Worthy of Remembrance on a hobbit in a niche situation.

6) Spend one of Merry's resources to put Elfhelm into play if you don't want to spend any of the other two heroes (again niche).

7) Allow Odo Proudfoot to search for a Hobbit or Rohan ally, thus reducing his chance of whiffing/increasing your options.

I guess you could also give Hobbit Pipe to one of your Rohan heroes if Merry is dead? That's super duper niche though. Also, if you knew an encounter or shadow effect was about to discard one of your hobbits you could use it on Squire or Gamling, but you'd have to do it before the effect occurred as they are responses, so it would be a situation where you had foreknowledge.
