You know why staples are staples? Because they're bloody great cards, that's why.
You know what you need if you want to put in a bunch of staples?
A cheap stapler.
This is a cheap stapler. It gets a bunch of really basic cards in for free. It's largely an ally-deck, although the heroes can quest & defend well, and Éowyn can bail you out if there's a big early baddie.
Mulligan for Legacy of Númenor to get a strong start. Yeah, yeah, it will drive your threat up to 37, but repeated uses of Beregond and Frodo Baggins's response will bring it down, or at least hold it steady, as will Elrond's Counsel recycled with Will of the West. Good early cards: The Storm Comes, Gondorian Shield, A Good Harvest, and the Steward of Gondor if (but only if) you have some way of getting it out round one.
