Here is a deck that benefits from the potential unlimited Morwen Steelsheen's response to mitigate a Saruman deck (thanks to the allowed "-1 threat" effect), along with Saruman's Staff, Beregond's response and as a more general option to face a heavy-pressure-threat scenario, Elfhelm.
Morwen is a nice interface between Gondor and Rohan allies here, creating a kind of synergy around Saruman.
As defenders we have initially Beregond, then Rohan or Gondor chump-blockers. Treebeard is a great swiss-army-knife and with other neutral cards it helps the bi-sphere management. Envoy of Pelargir, The Storm Comes, Rammas Lookout, Elf-stone, Legacy of NĂºmenor and Keys of Orthanc attached to Beregond, allow to reduce (or compensate for) the global cards actual cost.
Morwen is a great target for Defiant Challenge ; Elfhelm, Rider of Rohan or Derufin for Elf-stone.
interesting idea to use Morwen Steelsheen as Messenger of the King never seen before.
the combination seems valid to me i would perhaps add some rohan-allies that can discard themself. at least there comes into my mind:
all of these are recycable with the Squire of the Mark who could also be used to reuse Rohirrim Scout
consider some Song of Travel catchable with Word of Command to get better resource-management, but perhaps The Storm Comes is enough i do not know.
