This is my attempt on a One Deck built around Narya.

Eowyn gets Steward of Gondor for all the expensive Tactics allies. Cirdan gets Light of Valinor, Narya of course and his Silver Harp. Relic of Nargothrond sometimes goes on Cirdan, but in most cases it's Warden of the Havens to get a nice 5 defense.

Mulligan for what? Probably Light of Valinor to get at least Cirdan with 2 defense for an early enemy. but if you find Narya and Steward of Gondor, keep that hand too.

Strategy: use Gildor's action just for draw until you find Steward or Sneak Attack+Gandalf. After paying for these, you just continue using the action. After Gandalf, Meneldor is probably your second-best sneak attack target for 2 willpower or attack and 4 progress on locations total.

Your defense is carried by some of the allies, namely Déorwine, who is another use for Gildor's resources, Defender of Rammas and Warden of the Havens, as well as Boromir and Beorn sometimes, who all get help from Arwen Undómiel and Narya.

Attack, in a similar way is carried by Beorn, Legolas, Boromir, Skinbark, Glorfindel and Yazan. Nori is also an attacker through his ability, whose purpose is to recurr events you played this turn, like the Feint for the enemy he participated in destroying.

Willpower is mostly given by your 3 heroes, who got a total of 11 for a great start at 27 threat, but Arwen, Pippin, Meneldor and Grimbold help there too.

Passage through Mirkwood (1)

Journey along the Anduin (1)

Escape from Dol Guldur (Not beaten, 5x failed)

Hunt for Gollum (8)

Conflict at the Carrock (1)

Return to Mirkwood (4)

Into the Pit (1)

The Seventh level (1)

Fords of Isen (1)

The Dunland Trap (Not beaten, 3x failed)

Encounter at Amon Din (1)

Trouble in Thabarad (1)

We must away, ere break of day (1)

Nice work! If you're still making adjustments, I highly recommend focusing on the hardest quests first. Being able to be Into the Pit doesn't give you much information on whether the deck will succeed at beating every quest. Try checking out my reduced quest gauntlet if you haven't yet.

@Seastan didn't know about the reduced quest gauntlet. Will try to beat these quests soon. Probably will fail against a lot of them though, I am not that experienced of a player.
