Comments and suggestions are much appreciated—I'm here to learn.
After playing The Conflict at the Carrock a couple times, I revised my Frodo and the Rohirrim deck to better deal with this scenario.
Changes
- Replaced Denethor with Dúnhere with plans to attack trolls still in the staging area
- Replaced Frodo Baggins with Bilbo Baggins to greatly improve card draw
- Replaced Guard of the Citadel with Northern Tracker to knock off locations in the staging area without giving up
- Added Miner of the Iron Hills to deal more quickly with Sacked cards
- Added Unexpected Courage to allow heroes to attack multiple times during the same turn

Approach
Limitations: Core Set + The Hunt for Gollum + The Conflict at the Carrock
Heroes: Bilbo Baggins will allow me to get key cards, including Steward of Gondor, Song of Kings, and Song of Wisdom, in play early. Dúnhere can attack trolls while they're in the staging area. Aragorn is powerful in lots of ways.
Allies: When paired with certain Events, Gandalf can be played multiple times, most often to reduce threat. Gléowine will help with card draw, and Henamarth Riversong will give me helpful information about what's coming from the Encounter deck. I included Éomund and Westfold Horse-Breaker (both from The Conflict at the Carrock pack) to find out their strengths and weaknesses. Miner of the Iron Hills can remove Sacked condition attachments. Snowbourn Scout served as a chump blocker and to add progress tokens to locations.
Attachments: Since this was my first three-sphere deck, I included Song of Kings from The Hunt for Gollum pack and Song of Wisdom from The Conflict at the Carrock pack, thinking it would be impossible to successfully play three spheres without these cards. I hoped that Dúnedain Warning and A Burning Brand (both from The Conflict at the Carrock pack) would bolster Bilbo Baggins as he defended against the trolls. As always, Celebrían's Stone is key when questing, and Steward of Gondor helps pay for expensive cards.
Events: Both Sneak Attack and Stand and Fight will allow me to play Gandalf multiple times. Valiant Sacrifice will help with card draw. The Galadhrim's Greeting is very helpful when playing The Conflict at the Carrock because it allows me to keep threat low.
