This is a progression-style solo deck for The Druadan Forest scenario in the Against the Shadow cycle I kind of threw it together, and would probably tweak it a bit, but this deck absolutely crushed the scenario multiple times, and figured I'd record it because it feels like a killer all-purpose deck (with a few slots for specific scenario customization). I'll note where I think I might tweak here and there.

Mulligan for Vilya.

If you whiff on Vilya, hopefully you draw Master of the Forge. Granted, you can't get him out until turn two (unless you have A A Good Harvest), but fishing for Vilya is... like most Vilya decks... a priority.

Steward of Gondor is for Elrond (and is the primary use for A Good Harvest if SoG doesn't get played through Vilya).

As with most Vilya decks, Imladris Stargazer is crucial, but Gildor Inglorion is definitely worth using A Good Harvest on if you have the resources early. The ability to drop a drawn card into position to play with Vilya is bordering on broken.

Silvan Tracker is an invincible Archery soak with Elrond. Two of them on a the table in a solo game basically removes Archery concerns from nearly any solo quest. They also make Haldir of Lórien bonkers strong. Without Archery, I'm probably swapping this Ally out for something more specialized.

2x Unexpected Courage for Elrond so he can hit Vilya, quest, and either block or attack depending on the circumstances. The third isn't really necessary since Glorfindel will (hopefully) have Light of Valinor. As with the extra unique cards, these can be pitched for use with Eowyn.

Defender of Rammas and Winged Guardian are, of course, for Siege questing. Easily affordable with Elrond, too. DotR I might actually keep in the core deck, but Winged Guardian loses its value without Siege.

Cards I might consider swapping out:

Master of Lore for a third A Burning Brand so Elrond, Haldir, and Gildor can all have one (or even give two to Elrond if he has 2x Unexpected Courages).

Escort from Edoras: He's great for this quest where you attack with Willpower... a good card overall, but he's in this deck for the final stage of this quest.

Ranger Spikes: With Archery, this trap isn't really that useful, so for this specific quest I'd probably prefer something more immediately useful, but Ranger Spikes is certainly good in an all-purpose Vilya deck.
