This is paired with a Rossiel deck, so the manipulation of the deck on the other side is matched by the the shadow/encounter replacement power of Balin and Elanor. Balin quests, while #dori stays ready for defense and Eleanor stands ready for cancellation.
The intended prime defender is Eleanor. She can defend for 4 with Dori's help from the beginning, but a Gondorian Shield will take her to 4 (6 with Dori). Attack power will be provided by allies. In your opening hand, look for Steward of Gondor, Gondorian Shield, Unexpected Courage or Light of Valinor. The last of those will go on Rossiel in the other deck, the others on Eleanor. If resources pile up on Eleanor, they can be put to good use by Errand-rider or Blood of Númenor or Gondorian Fire or Rod of the Steward, whichever happens to come out first.
The Heir of Mardil/The Day's Rising combination is theoretically possible on Eleanor, but is unlikely. You'd need to exhaust Arwen Undómiel in the planning phase with A Very Good Tale, making Eleanor sentinel and a legal target for Day's Rising.
Because of Balin and Eleanor, there's no Hasty Stroke or A Test of Will in this deck. The sideboard includes The Galadhrim's Greeting for high threat, Northern Tracker for location heavy quests, Son of Arnor and Westfold Outrider for hard-to-engage enemies.
