This is an eagles deck designed for combat, but also can quest well, particularly with Sword that was Broken in play. Additionally, you can quest with your 2 allies and still have them ready for combat thanks to Faramir's ability.
This deck has a high total resource cost and a jagged resource curve (i.e. it has more 1 and 4 cost cards than 2 and 3 cost cards). It does have a good deal of resource acceleration in the form of Mablung, Steward of Gondor, and Radagast, but it is a deck that can be slow to start. The cheap eagles, Vassal of the Windlord and Winged Guardian, can buy you time to get set up, and your heroes are strong enough to handle early enemies, especially with a Gondorian Shield. The Rangers of Cardolan serve dual purposes. In the early game, they serve as a Feint-like card, allowing you to handle an attack at the cost of a card and a resource. In that situation, they are a sturdy chump-blocker that won't die to direct damage shadow cards. Later in the game, you can pay full price for the Rangers as additional questers with 2 (3 with Sword that was Broken).
Legolas is your primary card draw engine, so you will want to get him out early. Gwaihir can let you bring back your eagles that got used before your Eagles of the Misty Mountains got into play, and he's a good ally to quest with and then ready with Faramir for attacking. Radagast is useful not only for accelerating your tempo at getting eagles into play, but also for keeping your buffed-up Eagles of the Misty Mountains alive with his healing.
Sneak Attack is primarily used for Gandalf, and Gandalf is primarily used to draw cards, though he can be used for threat reduction in a pinch. Sneak Attack can also be used to drop Descendant of Thorondor into play for some direct damage. And if you have an Eagles of the Misty Mountains in play when you sneak the Descendant, you can attach it to the Eagles of the Misty Mountains rather than return it to hand. A nice combo can be sneaking the Descendant into play to deal damage, using it for A Very Good Tale, then dealing more damage at the end of the phase and then attach it to an Eagles of the Misty Mountains, possibly one you got into play through A Very Good Tale. In an emergency, you can sneak in Landroval to save a dying hero.
Steward of Gondor goes on Aragorn, which along with Sword that was Broken allows him to pay for any card in the deck. Support of the Eagles can be spread between your heroes wherever you need it at the time. Mablung will be your primary defender as he can get a +2 from Gondorian Shield and also have a Support of the Eagles, potentially allowing him to tank the biggest of enemies. Aragorn is the primary hero attacker and should get at least one of the Support of the Eagles. Don't forget that Support is not limited to one per hero, so you can get a hero's stats ridiculously high with multiple copies.
