A new Solo hero deck which should do fine with resources and card draw. This deck is based on a mono- deck but with only 1 hero at the start of the game. Later on, you could get an additional hero out of Faramir and Sword-thain to let him help his father in the command of Gondors armies (sorry Boromir). Ingold could also be a target for Sword-thain.
Resource generation is the main theme here and should be easy to obtain with Denethors setup ability. In addition to that, there are a lot of cards that will let you drop more resources on him which can provide more card draw (Rod of the Steward, Campfire Tales) and will make sure that Denethor gets more actions out of him with Heir of Mardil. Allies should come easy as well since you can drop the cheap allies first (Envoy of Pelargir, Squire of the Citadel etc) and then play a next to free Citadel Custodian. Exhaust the Custodian for A Very Good Tale to bring out more allies. Send for Aid will also give you a free ally once it has been cleared. Herald of AnĂ³rien could potentially do the same for Doomed 2 to get some cheaper allies out sooner.
Since Rod of the Steward isn't restricted to a number of times per turn/phase, you could do a combo with Heir of Mardil and the new Captain's Wisdom to exhaust Denethor, add two resources to his pool, ready him, and pay two for a new card with the rod. You could also use Leaf Brooch and Campfire Tales to get a free card while your threat is under 20.
Every ally that you can get on the table with this deck (with the exception of Gandalf) will also have +1 with Visionary Leadership which can help in getting through the quest. You could also choose to use Faramir to boost that with an additional point.
Leaf Brooch will allow for free card draw with Campfire Tales and Valiant Sacrifice, free allies with Timely Aid, cheaper readying with Strength of Arms or cheaper boosts with For Gondor!. This will cause the allies in the deck to be quite good whilst being able to hit the table early. Sneak Attack can also be free to let Gandalf deal damage, draw you more cards or lower your threat some.
Further resources can be generated with Gaining Strength, Resourceful and the introduction of Ingold of Faramir as the second hero in the deck. Card draw can be provided with Valiant Sacrifice, perhaps on a Squire of the Citadel so that it will pay for itself.
Though the deck does indeed lack the power that you get in normal decks, this was an experiment to show that solo hero decks are able to provide a steady amount of resources and cards. You'll need someone else, possibly with ranged to help you in killing the enemies. The deck does provide steady and is quite able when it comes to defence.
