This is meant to pair with a dwarf deck that also buffs up Aragorn with Ring of Barahir, A Burning Brand, Unexpected Courage, and maybe even Blood of Númenor and Gondorian Fire.

The other deck also has Dori to make The Day's Rising pay off for Aragorn. Heir of Mardil, Celebrían's Stone, Dúnedain Warning, and Sword that was Broken also go on Aragorn, making him a superhero. Galadriel helps you find and pay for attachments, then can be used for A Very Good Tale.

Steward of Gondor goes on either Aragorn or Hirluin the Fair. It goes on Hirluin if you have spirit/lore allies to pay for, and Aragorn doesn't have the appropriate attachment yet, otherwise goes on Aragorn. If Hirluin has Steward, Aragorn will need The Day's Rising or Errand-rider to trigger Heir of Mardil.

Even though paired with a dwarf deck, the other deck has Ori, so King Under the Mountain should go on Dain Ironfoot. You can find the Outlands quicker, and hopefully discard duplicate attachments -- the dwarf deck also has Erebor Hammersmith to get attachments back if needed.

In the opening hand mulligan for Steward of Gondor, though if you have Sneak Attack with Gandalf or Lord of Morthond and out-of-sphere outlands, that'd be good also.

Priority one is to play Outlands, priority two is to buff Aragorn. Between Aragorn, Dain, and Dori in the other deck you shouldn't need to use Outlands for defense.

Sideboard: Men of the West & Hardy Leadership is for quests with direct damage or deck discarding -- get those Outlands back and opportunistically buff dwarves.

Extra Strength of Arms is for quests that need a big quest/big fight combo turn.

Son of Arnor is for quests with difficult to engage foes.
