"classical" Council of the Wise deck with a bag full of little not mandatory but useful tricks:
fundamentals: i like to combine Council of the Wise with saruman because his main flaw (thread reducing is reduced to 1 each use) will not take place because using the contract it reduce only by 1. this combines with 2 other heroes that reduce by 1 with their ability is the main idea. so it can reduce by 3 per round even with Saruman.
the combo of Frodo Baggins with Galadriel have also some potential, if she get her Nenya she can use both of her abilities per round.
with contract and Galadriel you draw 3 cards per round to fuel the contract. due to a 3-sphere-deck the allies are mostly cheap or neutral.
bag full of tricks:
- play an event for 0 cost, get res from contract, pay 4 res within a round
- Erebor Guard with Imladris Stargazer and/or Wizard Pipe could give you a possible Hidden Cache
- Sam Gamgee is reduced due to Frodo Baggins
- Erebor Hammersmith can recycle Cram or Miruvor
- do not forget Galadriels ability to let allies quest unexhausted, they can attack or defend in the combatphase
- Saruman + doomed event, readies him
- 4 outlands boost themselves
- Master of the Forge, Imladris Stargazer, Word of Command and Heed the Dream helps you to get Saruman's Staff and Nenya
- many 0-cost-events that fuel the contract
- Steward of Orthanc and Saruman with Saruman's Staff get you a card from event with reduced doom
- Gaining Strength usable every round after contract is used or res
55 cards are o.k. 6 first turn and 3 per round, about ten rounds playing, 5 by A Very Good Tale ca. 6-10 extradraw, ca. 2 discard

Mar 08, 2023you are right, did not read Frodo Bagginss ability carefully enough. so, he can either ready Saruman if he do not play a doomed event or one of the unique allies. perhaps it is better then to use Arwen Undómiel than Galadriel |
I would find room for some of the doomed tactics events. Also, Steward of Orthanc should be here and Word of Command. I would cut the Outland allies. Treebeard would be better.
