'A Perfect Circle I' should mulligan for Steward of Gondor and 'A Perfect Circle II' should mulligan for a Gondorian Shield and / or a weapon for Haldir.

Each deck has a strong defender but try to avoid fetching enemies with the 'A Perfect Circle I'-deck, so that Haldir can use his Combat Action and kill an enemy engaged with the other player or in the staging area. Denethor with a Dúnedain Signal and Armored Destrier attached can help defending enemies engaged with 'A Perfect Circle II'.
If Snowmane and Golden Shield are attached to Éowyn, she can be used as an additional defender or once in a game as attacker with 10 (if readied by Snowmane, you can declare her attack, ready her with her ability and after the attack declare one more attack against another enemy engaged with her).
Location lock should be no problem, thanks to high and many other effects (Ghân-buri-Ghân, Thrór's Map, Thrór's Key, Arod, [Box of Earth](/card/302043, Northern Tracker, Rhovanion Outrider, Asfaloth).
Denethor with Steward of Gondor can distribute his wealth: If you have spare reources, give them to Bifur and Beregond or move them with the help of Errand-rider.
Nasty Condition treacheries can be discarded if you sneak Elrond in or play him from your hand (thanks to Bifur's action, you can always get rid of the encounter card in the very next round already, if you keep Elrond in your hand for such cases).
'A Perfect Circle I' has enough card drawing, but 'A Perfect Circle II' only has Círdan's passive effect, to reach your crucial cards faster (and when Silver Harp is attached to him, you gain two cards each round). So, if Gléowine is in play, you should use him for the 'A Perfect Circle II'-deck most of the time to compensate for the lack of other card draw abilities.
When playing games with direct damage to your questing characters, you might want to switch your copies of Ethir Swordsman of the 'A Perfect Circle II'-deck with allies from the sideboard, who offer a good alternative. If you want to keep your Healer characters alive, put one or two copies of Squire's Helm into the 'A Perfect Circle I'-deck.
