This was my deck for defeating the Shelob's Lair quest. I chose my heroes for their reliable questing strength: Théoden boosts the other two, Éowyn is literally at 5 with her uncle and also can trigger the ability to get Shelob down without problem and Bilbo Baggins has always 2 more than the Nazgul or Shelob have and even deals Damage after successful questing. I chose the Burglar's turn to get more deck space for allies and events.
The allies:
I chose many of my allies for direct damagae, such as Azain Silverbeard, Farmer Maggot, Galadhon Archer, Gondorian Spearman Yazan and even Gandalf and Defender of Cair Andros to some extent.
Some more allies, namely Defender of Rammas, Defender of Cair Andros (main purpose is this), Elfhelm, Treebeard and White Tower Watchman, are for defense.
The rest of the allies should be clear. Grimbold for emergencies, Legolas, Steward of Orthanc and Gandalf too for draw, Honour Guard for canceling some damage and Meneldor for some location control.
The events:
Just going for more combat focus here, Wait no Longer to not get any surprises. Hail of Stones either for a newly revealed enemy or just exhausting 1 character to discard a resource from Shelob.
the attachments:
No real surprises here, Horn of the Mark, Glamdring and Stone of Elostirion for draw, the stone, Necklace of Girion and the The Arkenstone for even more questing power, Ring of Barahir and Citadel Plate for more endurance, Sting, Durin's Axe and Spear of the Citadel for more direct damage. Herugrim along with Glamdring and Orcrist are for more attack, and the Golden Belt is so Theoden can carry all 3. Golden Shield is for a bit more defense.
Try to get them distributed like that:
on any hero: Necklace of Girion, Arkenstone
on an ally: Spear of the Citadel (probably Defender of Rammas or the spearman)
Bilbo: Sting, Stone of Elostirion, Citadel plate (Stone can be moved to Eowyn if needed)
Eowyn: Golden shield, Horn of the Mark
Theoden: Golden Belt, Ring of Barahir and 3 of the following: Durin's axe, Glamdring, Orcist, Herugrim (Move Herugrim to Eowyn if needed)
good mono-tactic-deck, good use ob Bilbo Baggins supported by Théoden good use of the imo not-so-powerful contract.
only thing it lacks is readying and thread reduction, but perhaps much can be done by chumping. would modify a little bit:

would discard all the expensive ones:
consider Miruvor for the loot-deck. it seems not poerfull, but it is a very rare option to gain repeatable refreshing with this contract.
